Hi,
  After I setup the SQL Mail, and make sure it works fine, do I still need
to start up the SQL Server and Agent as the same account that i log in to the
Windows Server?

Hi

Yes.

It is actually better to create a dedicated domain account for SQL Server
and Agent, login in with that account an setup Mail. Don't use the
administrator or your personal account for this.
